Date: Sept. 22, 2009

We are writing to inform you of pending legislation that will restrict purchases of handgun ammunition in California and will terminate our ability to service your needs for certain products.

On Friday, Sept. 11, the California Assembly passed Assembly Bill 962, by a 44-31 vote.

Among other regulations, AB 962 would:
• Ban all mail-order and Internet sales of handgun ammunition.
• Prohibit the retail sale, the offer for sale or the display of handgun ammunition in a
  manner that allows ammunition to be accessible to a purchaser without assistance of a
  vendor or employee.
• Require that the delivery or transfer of ownership of handgun ammunition occur in a
  face-to-face transaction, with the deliverer or transferor being provided bona fide
  evidence of identity of the purchaser or other transferee.

That evidence of identity, which must be legibly recorded at the time of delivery, includes:
• The right thumbprint of the purchaser or transferee.
• The date of the sale or other transaction.
• The purchaser's or transferee's driver's license or other identification number and the
  state in which it was issued.
• The brand, type and amount of ammunition sold or otherwise transferred.
• The purchaser's or transferee's signature.
• The name of the salesperson who processed the sale or other transaction.
• The purchaser's or transferee's full residential address and telephone number.
• The purchaser's or transferee's date of birth.

The bill is on the desk of Gov. Arnold Schwarzenegger, where it awaits his consideration. He will have until Oct. 11 to sign or veto the bill. If he does not veto the bill, it will become law.

there wont be any additional run on ammo due to this, this affects ammo that is still unavailable from Obama getting elected.
You know what I think?  It don't really matter what I think.

 Ammo is still aviable from Valiant and Sheepdog........
 Went to Boise and all the stores had lots of ammo Cliff's, Cabelas, and Sportsman for
the hunter looked like powder as well and some had primers, good news to us........

There won't be a run on ammo.  As big as California is for firearms sales, everyone is too busy watching American Idol and polishing the rented chrome on their third car to pay attention to the news.  It's sad that effective pro-gun organisations are resorting to carefully selected legal battles to fight unconstitutional laws instead of the public pressuring their law makers. 

March can't come soon enough...  Some days I just want to pack up and move right now.

I'm calling BS on this one. I have a close friend that works for Cabela's and he says they haven't heard a thing about it and if a right thumb print is going to be required we would have seen it in the stores by now or the employees would at least have been told about this already since they would have to have ink stamps at  all the registers. sounds to me like someone is trying to do an ammo scare again.

Nope, thumbprints are in the provisions of the bill.  From the brady website:

Provisions of AB 962
AB 962 would prohibit known gang members from possessing ammunition and make
it unlawful to sell or furnish ammunition to any person known to be prohibited from
possessing ammunition. The bill would require sellers of more than 50 rounds of
handgun ammunition in a month to obtain a handgun ammunition vendor’s license
from the Department of Justice (DOJ) by July, 2010. In addition, all employees who
handle ammunition would be required to pass a criminal background check to ensure
that they are not known gang members or convicted criminals. To prevent shoplifting,
handgun ammunition would be required to be safely stored, such as behind the sales
counter. Furthermore, handgun ammunition sales would be required to take place in
face to face transactions, thereby eliminating internet or mail order sales to potentially
dangerous criminals.

AB 962 would also require that ammunition vendors record identifying information,
including the name, thumbprint and signature, of a purchaser of handgun ammunition,
in addition to information about the type and amount of ammunition purchased or
transferred. These records would be maintained by the vendor for at least five years
and must be made available to law enforcement.

(Some emphasis added) So does the reference to 'known gang member' mean that they're going to register gang members in California? Start a GICS (Gang Instant Check System)? With a requirement to call before selling like NICS? Any bets that the ACLU will sue to stop a gang membership database?
All data is flawed, some just less so.

Lets not start running down rabbit trails.  According to the Council Digest in the bill there is a penalty to the gang member possessing the ammunition, nothing about the seller.  This bill has gone through a few revisions, and initially it did require "instant background checks" for all ammo purchases.  The blurb from the Brady site is either wishful thinking or based on an earlier evolution of the bill. 

Outside of the obvious (more laws, complications to 2a rights) the worse part of this bill is Law Enforcements ability to see these records without subpoena, whenever they desire (during your normal business hours.)  If half of the people that visited my local range bought ammo just once, there'd be a minimum of 150,000 entries in the log after the first year.  By my estimation it'd take a cop almost 14 dozen donuts to go through a years entries (30 entries a minute, 1 donut every half hour.)

This law is very untenable as anything but another attempt to hassle gun owners.
