I have a friend that has been working on one of these for a while. He has bras and could use some bullets...
Do you have a press to build the rounds in?

The washer I think was acting as a spacer below the cup that held the bullet because of the gas seal on the bottom of the cup.
The dime he said was to strengten the cup because he said the cup would blow by the bullet without it.
That's my interpation.
