question:
do fixed pistol sights have the sight line setup to be parallel to the bore?...i.e. the sightline is parallel to the bore? or is there some elevation?

If I understand what you are asking;
There has to be some elevation. The bore has to point up toward the line of sight.
Gravity starts to pull the bullet down from the instant it leaves the bore.
