Gov. Otter warns against shooting wolves

According to the story, if you're out hunting, don't shoot a wolf even if it's chasing elk...

 Wish the state had kept control over the wolf.......
 The feds, well this topic sparks debate and we should look past it....
 Others say s,s,s may not be a bad way......

This was a clarification from an earlier statement.  He told the Feds that Idaho wasn't going to enforce the Federal wolf laws.  This statement was just to make sure that hunters knew the laws could still be enforced, just not by ID LE agencies.
