High power ultrasonic dog repellent??

So, we have these two big Rotts across the back fence that enjoy growling, snarling, and barking at my kids and dog. Occasionally they hit the fence too. I have talked to the owner (renter), and when I say "talk" I mean start with normal talking and digress into obscenities when they say I should just build a better fence and shut the f*ck up. I have talked to the out of state owner, also nothing. They haven't actually done any damage, yet, so animal control can do nothing. Problem is also that this guy has three, inexplicably nice and polite kids that go to school with my kids, so I don't want to start an all out war. Also don't want to hit the dogs with anything that will show and allow retaliation to my dog (Basset-Lab mix, mutant, great dog, but now barks back at the snarling dogs through the fence).
So I'm looking at the little dog repellent devices on line, and reading mixed reviews. These are BIG dogs and it will have to work through cedar fence slats, so the little 9v widgets just seem like they wouldn't work. Anyone have any experience with one or know where to get a heavy duty one that wont break the bank. I found some high power devices but they want several hundred for them, and that's not in the budget.

Now before you all start in, I don't want to harm the dogs (well I DO, but you know what I mean). I don't want to get into a pissing match with the neighbor cause it will do nothing, already done it. Don't want to accidentally loosen a board so the dog gets into my yard etc. I just want a sonic gun that will make them piss themselves when they come near the fence but leave no marks. I just had a feeling one of you wingnuts would have or know where to get a good one.

We bought an anti-bark device at D&B Supply for $50 or $70.   Looks like a birdhouse.  We hang it in a tree by the fence.   No sure it works, but the barking may have decreased.   There were some plans in Popular Mechanics a few months for a megaphone amplifier.   I thought it would be worth trying to hook that into the anti-bark device.  Give the critter a real blast of ultrasonic noise.   No electronic experience, but thought it would be worth a try.

And like I said, not sure it really works (but still going to eventually try a small amplifier).   We are actually lucky the dog is not a chronic/constant barker.  The times we took action (visits, then calling animal control) were from barking in the middle of the night.  2 a.m. 4 a.m. time.   

We live in Meridian and barking dogs are covered under noise ordinances in general, not a specific barking dog ordinance.  Animal control said that before we actually filed a complaint we should get video of the dog barking.   Tough to discreetly do that with a 6' fence.   I suspect if one were not careful a counter charge of video voyeurism could be filed.   

It is saddening that it comes to punishing the animal when it is the owner that is the dumb a$$.

Thanks for the idea, but the birdhouse thing wont work for us. It might get them when they finally do bark, but wont do anything when they stand there snarling at the kids. I've found some plans on line to build one, but I'm a plumber, not an electrical engineer. I know I've seen heavy duty ones in the ads in magazines, just have to find one on line. I did check the forums DVC, but they were more geared toward constant barking than aggressive dogs. Thanks for the tip though.

I got off on the tangent that we had been dealing with, sorry.  I understand dog don't care for citronella.   A liberal dose through the fence a few times (maybe wishful thinking).  Any rate, best of luck.   If it looks like you have to drag in the legal authorities, take lots of pictures and or video.   I have a small spiral note book i use to log 'fun' encounters.   document everything, remember your notes could end up in court.   You want them to support you 100% so no name calling or insulting in the notes.  The facts, Joe, only the facts.

i have an app on my ipod that puts out an adjustable frequency, i know people hate it... never tried it on a dog. maybe something similar hooked up to a stereo or something when your kids are out back?

I did find a great site that has some awesome items. You should all check out the list. Phasor blast wave pistols that can disorient humans as well as dogs and critters. I am thinking I will invest in the pistol. We were just out adjusting the sprinklers when one of them creeped up and hit the fence barking. Makes you jump out of your skin every time.
